## Why the order matters

Each step only uses what the step before it produced. A report can’t make a number look better than the data behind it, and nothing can show you a number the data doesn’t hold.

It is also why missing data stays visible. When something is missing, we can tell you whether we didn’t check or it wasn’t there, and those are different answers.
